Run the defroster on high and bring the vehicle up to temp. If it is still the same then the most likely failure is the water valve unit. The water valve is a pulse width modulated component that is controlled by the heater control panel. There are two feed from it to two sections of the heater core. The panel can be removed by first removing the cup holders, and pushing the panel out. The fan can then be cleaned. If your heater blower is running when the ignition is off, the final stage unit is bad. There is a new style FSR available, that has about 3X the number of spikes as the old style.
If the fan does run, then the water pump is most likely the culprit. Rule #1 with BMWs: The very second you see any evidence of an overheat warning, you pull off the side of the road, shut off the engine, and call a flatbed. No delays. No exceptions, because if you think maintaining a BMW is expensive, get a quote for an engine rebuild.
