Just buy the first game. Jak 2 tried too hard to implement GTA-style mechanics and systems, and that destroyed the game for me. That, plus the fact that it's a very difficult game and that its checkpoint system isn't good. Jak 3 is just Jak 2.5. It's too short and doesn't really add anything of substance.
The game takes place one year after Jak 3, and the most recent game Jak and Daxter: The Lost Frontier is assumed to be in between the time of Jak X and Jak 3. The driving mechanics are similar to that of Jak 3. Plot . Taking place a year after Jak 3, Haven City has been rebuilt after being completely destroyed by the Dark Makers. Combat Racing

Jak 3 was first released in North America on November 9, 2004, for the PlayStation 2. After being blamed by the residents of Haven City for its destruction, Jak and Daxter are exiled to the Wasteland by Count Veger. Ashelin gives Jak a beacon in hopes that he'll be tracked down, with Damas, the king of nearby Spargus, rescuing him.

Jak 3 (full review here) finds a nice difficulty balance between the two, while adding in Mad Max vehicles and a sprawling desert. The world gets even bigger and the game diversifies itself more
